This will be the 36th Black CAP and the 38th year hosted by the Red Wing Squadron. Black CAP Emergency Services College is a place for all members of the Minnesota Wing and beyond to learn Ground and Mission Base ES skills with a bit of Cadet Programs and some creative spin.
